Would you make use of public transport if it was safe and reliable?

The City of Cape Town is looking to decrease the number of available parking bays, increase the cost of parking, and potentially introduce congestion charges similar to those used in cities like London to try to convince people to drive less and instead walk, cycle, or make use of public transport. 

As I say, being willing to make use of safe and reliable public transport, and having access to that are very different things, but I still wanted to know from you whether or not you would be willing to:
