Government staffing to remain unchanged despite ministry mergers

Press Secretary Dr. Alfredo Hengari says government staffing requirements will remain unchanged despite the recent merging of ministries.
Hengari says that even with the structural changes, the functions and duties of staff members will remain intact.

With four ministries merging, the number has been reduced to 14.
Speaking to NewsOnOne, Hengari explained that the president’s vision is to enhance operational effectiveness through these newly merged ministries, offices, and agencies.

Hengari said the president is consulting with the prime minister, the vice president, the deputy prime minister, as well as the secretary to cabinet to ensure that these changes are as smooth as possible and the government can continue to function effectively, and the changes lead to better service delivery.
“Yes, there will be some individuals who may be surplus to requirements, but those will be dealt with in accordance with the procedures. We have the public service commission that may have to reassign and assign new duties to some of those civil servants who are affected by the changes and also some of the executive directors who may be affected by the changes,” said Hengari.

When asked whether the mergers would result in an excessive workload, Hengari acknowledged that challenges may arise initially.
However, he assured President Nandi-Ndaitwah that is fully aware of the situation and believes the restructuring will improve operational efficiency and service delivery in the medium to long term.

“Certain departments will of course remain, but if there’s duplication that will be avoided. There’s no question about that. It is a normal process of adjustment of government and the key objective is better services to the Namibian people. The president is driving an agenda of change, an agenda of development, an agenda of service delivery to citizens, and all these adjustments are driven by that desire to which the president is entirely committed,” said Hengari.
