A scathing analysis by the Tender Bulletin suggests last year’s midyear budget was deliberately tweaked to win over voters ahead of the November 2025 regional and local elections. The report reveals that actual state expenditure for 2025/26 skyrocketed to N$104 billion, an astonishing N$24 billion, or 30%, higher than the midyear estimates. According to the publication, nearly N$1 billion dollars in extra operational funding was suddenly “found” on the eve of the elections, much of it diverted away from capital development projects. That money was used to bankroll free tertiary education and fast-track the hiring of over 600 teachers and 1 500 healthcare workers. The publication points out that these sudden “urgent priorities” directly targeted key voting blocs, right after the ruling party suffered significant parliamentary losses in the 2024 general elections.
